I don’t think buying dirt will get you on the radar LOL
I have lights, fans, nutrients, ph meters, etc.
Cool thing about America is that they would need a warrant to even look at that, and they would need probable cause to even get a warrant.

Back to the dirt, you can always just dig up some of your own dirt, have it tested at an agricultural office (or get a home test) to see what it needs, then go from there. A lot more work, but an option. Dirt under old hardwood trees would be the best start if you have those.
I know that you can ‘bake’ it to kill any bad-guys in the soil as well. Look on youtube. I think it involves sealing it in a tarp in the sun.
