The first thing you need to do is transplant into a larger container.

Yes to bigger pot, but also is it a boy or a girl?

The picture i took sucks but in the first picture it is budding at the top it isn’t growing more leaves,

Your plant is not flowering. No pistils. Is this an auto or a photo?

If you don’t transplant you won’t see any further growth because the plant has run out of room and nutrients. THAT’s why it’s not putting out leaves. except the new growth referred to in the top picture.

Really it’s a boy? What makes you say that?

Because I know what a boy plant looks like, since I’ve been growing indoors since 1992 and have seen thousands of male and female plants. If that plant was female, you’d be seeing some white hairs (female pistils), rather the bowl of grape nuts forming at the top of your plant. Sorry for the bad news.
