Will 4 1600 lumens cfl's be enough (23w replaces 100w per light)?

Will these 4 lights be enough throughout vegetation? Will I need more for flowering?
They are 18 days old from seedling or from what I’ve learned on ILGM I’m still in my first week of veg.

I switched to 2700 k for flowering. it all depends on how big you want your plants to get before flowering. But I really think you need more for flowering.
Just my thoughts on it.
