When the buds are about 6 inches and not compact and solid, should one increase the lighting or increase the darkness?

Usually more intense and good quality light will produce dense buds. It may be as simple as physically lowering the lights a little. There are also many other factors involved like nutrients,genetics etc.

Lights should be 12hrs on, 12hrs off during flower. How long have they been in flower?

Increase the light schedule after a plant is in flower will signal it to go into veg.
Not going to increase harvest. Exactly the opposite.

Decreasing 12/12 will add little. Good lighting will get the tight thick frosty buds you hope for.
