I agree with @MidwestGuy that it looks suspiciously like mold.
Also I see no white pistils either. I think it was done some time ago and its just dying too.
Time to chop it down and keep any non molded buds.

I really suspect mold. I would treat with a peroxide spray.

Thanks how much peroxide to water only 1o2 molecule will help more on the less mold will grow?
A 5:1 water:peroxide should do the trick.
