What kind of soil are you using and how much are you watering? It looks really wet.
I agree with the over watering suggestion. Sprouts need very very minimal watering. It could be damping off…from over watering
Don’t give up on it… I’ve had seeds get similar starts and as long as you can keep it alive it will eventually send out a set of leaves.
It appears to me that the skin membrane from the husk is still keeping the leaves restricted, do u have a means of zooming in to see, it must come off if it is there
I agree with @Okie70 looks to have shared the seed Hask and membrane still hanging on. I’ve had that happen to me a couple times Mist with water and get it wet. take a couple toothpicks and gently help it out a little.
membrane is holding petals closed…as others said…mist the membrane. it will soften and come off easily.

It’s been like that forever.
Tried to help it with a toothpick and well - I snapped the super fragile thing.
I feel like a super idiot.
It happens… Living things are finicky and fickle.
