Those are insects eating your plant. It would be very smart to get on a pest elimination and prevention program; especially outdoors.

My combo is: 3% peroxide sprayed straight. Kills most things and won’t harm the plant. You can spray up to the day of harvest. Organic too. Followed 48 hours later with “Captain Jack’s Deadbug” which is a bacteria called spinosad; lethal to most insects but safe for humans and pets. Up to the day of harvest as well. Will not affect taste and character of flower. It does require 5 days to do it’s job after which repeat with the peroxide and the Deadbug. Don’t mix together: it will kill the bacteria.

I have used neem oil and seven on them

Make sure to trim off the damaged leaves as you apply product on it so you know it’s new activity. We do this with spiders as well if you don’t remove webs you don’t know what’s new on the next service.

Never use either product in flower. The Neem oil will wreck the flavor and Sevin is highly toxic.
