I have my lights on an 18 on 6 off cycle. When is the best time to water (while lights are on or off)?

Any time is fine just try not to get water on upper leaves or you may get light burn spots

I always try to water early in the morning or soon after lights on.

Welcome to the forum @NewbieRick … Be sure not to over water and the container they are in make alot of difference. If still in Solo cup every other day just wet them enough that one or two drops come out the drain holes. If already in say 5gal fiber pots 2 cups around the plant every 2 to 3 days. Over watering is the number one problem with new growers

Rule of thumb is when lights are on and there’s four hours or more until dark. You don’t want to water at or near dark cycle as plant is (semi) dormant: no need to have media and roots wet all night.
