Using BioNeem to treat plants

Have some questions of BioNeem which I can’t seem to find online.
Firstly, I have small green caterpillars munching at my leaves, saw that BioNeem is good for all types of pests so got that today.

Q1: Can it be applied whilst under grow lights?
Q2: Plants were transferred about a 2 weeks ago, is it safe to apply as yet or do I wait for further root development?

I spray neem oil, at lights out with a little fan blowing, as it will make your plants shine. Don’t spray buds, only use in veggie stage.
