Unknown plant problem

hello everyone I am a first grower I literally looked everywhere to find the problem with my plant if everyone has an idea its driving me insane.

Are there white spots under the leaf?

Did you happen to spray the plant with the lights on.
Looks like burn marks from water droplets.

I was also thinking that but Then realized that my outdoor one also has it on a few leaves.
Do you think it could be magnesium ?
Also a photo of the back I thought it was bugs so I started using insecticidal soap.

Have you tried using bonide neem oil. It covers a wide variety of pest and fungus. It’s premixed and ready to go. It’s saved me a couple times when I wasn’t sure what was the cause, but after using it for a few weeks problem cleared up. I know from a few other post it’s not suppose to be used during flowering as it can cause funky taste/smells
