CFL is about 5 times more efficient than incandescent bulbs. LED can be about 8 times better. Incandescent would be okay if you live someplace that bills flat-rate for electricity. Not many of those left. You need about 35 true watts of CFL per square foot, so I guess you’d need about 175 watts of incandescent per square foot. The heat it would generate would be very hard to deal with.
You can get a 400 watt MH+HPS grow fixture that will handle a 3 x 3 grow tent pretty well from Home Depot for about $200.
