I have 2 seedlings growing, both are Bubblegum Autos. One is doing really well, one is very very small. Same environment. Does that sometimes happen?

Each seed is unique. You can have a 5 pack of seeds and they will all grow different ways. This is normal.
To put it in perspective. If you have 2 other siblings. You all look different from the others. I’ll use this as an example. My parents was both A+ blood type. I’m A+ and my sister is O-. People do think we are twins but if you look real close at our faces you can see the difference in the genetics.
This is normal, like others already pointed out. Keep in mind that in gardening in general, we plant 2-3x what we need and cull the less vigorous seedlings.
You’re assuming their environmental conditions have been identical; It seems plausible one could have met something either beneficial or detrimental inside the grow media. There could be a fungal bloom or vigorous mycorrhiza in one pot. Neither scenario is your fault, but they could be an explanation other than genetics for the issues you’re seeing.
I would have to agree with all of the above no 2 seeds grow identically, you will only get as close to possible with being identical with clones
Just want to throw this in that’s all true about the seed pack and all seeds grow different I got a Hindu Kush and it was stunted it ended up being the better of the batch just a heads up so don’t be worried.
That’s a great point. A stunted plant might come around. Or it might also produce poorly in terms of yield, but the effect might be stellar, which justifies working with it.
Until cannabis becomes as legal as tomatoes, we’ll nurse every sickly indoor plant we have, I guess.
Perfectly normal . I’m currently growing 3 white widows . 2 are big and tall the third is short and bushy. Same seed pack
