For the record, I did see a runoff reading on a new soil mix that was around 2077. FFOF + castings+ kelp meal + perlite. So itās not just reading low numbers.
That is about spot on for Ocean Forest. Think you can put your meter doubts aside

Municipal water can be low. Mine is ~100ppm on .5 scale but that is because they add calcium carbonate to the water to boost pH and provide scale so pipes donāt rust. I donāt use purified water since municipal already has calcium and I just need to add some magsulfate instead of using calmag.
