Questions 3 weeks into flowering marijuana

A question from a fellow grower:

Have plant in flowering for 3 weeks fed it osmocote 1 month ago do i need to use any more boom fertilizer or not.and there are roots coming out on the soil why would that be.also will plant get any seeds on it even though its female.its been outdoor bringing inside darkroom for 12 and 12 for 3 weeks always been outdoor plant.
