Question about Veggy state

My Chronic Widows came up on 04-03. Outdoor grow (ground) they are almost shoulder height. They are STILL in veggy state, with no sign of flowering anytime soon. My Jack Herer came up same date and has trichs. Florida 12-13 hrs of direct sunlight. Is this normal? Both Jack and Chronic is feminized. Can’t force flower for they are too tall. When should they go into flower. After daylight savings again? Also when it hits flower does it flower for a couple months, or just start budding real quickly?

The closer to the Keys you are the sooner she’ll start flowering
