Question about best bulbs for sprouts

From a fellow grower: I just received my seed package. And you’re growing instructions you sprout the seeds and put them under a 36 W fluorescent tube. Is that equivalent wattage or actual wattage? I don’t want to burn them up and I don’t want to under light them. Are there any other bulbs that would work for the sprouts without causing them any damage?

this is what I used with best luck but I was able to find them in a 35 watt where these are 60 watt

This bulb works well for seedlings…Start 3-4 inches above
