Poor growth for autoflowering

I sprouted my seeds and started the seedlings in mid April here in the northeast US. It’s been a cold and wet spring, more so than usual. After ten weeks my autoflowering plants are not even close to producing any kind of bud clusters. I’m thinking the weather may have extended the maturity time, but not sure if that would happen with autoflowering plants. Smaller plants grown under poor conditions makes sense, just not sure about bud formation.

Not right now, but the plants are between 12-16 inches tall with zero budding on them. The autoflowering usually get about 36 inches tall, so I know the cold damp weather hurt the normal growth, but even then, I think there should be some evidence of budding.
