If I’m going to pollinate a female plant can I flip it when it’s under 12 inches or should I at least wait till 12”?
You could go 12/12 from seed or rooted clone. But you might want the healthiest happiest plant as possible before attempting to pollinate. Good luck! 
It shouldn’t flower until its 4ish weeks old or older anyway if it’s a plant from seed. So no reason to flip it before that. Clone should already be mature, so you can flip them whenever.
