Are people weighing there harvest before or after drying, to me seems like weighing it wet is cheating?

I find you get about 25% of the weight after drying. So some may weigh the wet weight to get an idea on how much dry weight they’ll get.

When people give a final weight that is normally dry I would think

Both - before and after will tell you % moisture loss. Good to know for future reference and to have an idea of how much final product you’ll have it the future.

Depends really. If you take wet weight with stems I’ve found dry weight is usually around 20% give or take. If you have very good bud density maybe a little higher. But if your wet weight is taken without stems it will be a lot higher.
Long story short, you can weigh your weed however and whenever you want. But most are interested in dry smokable product. No stems, no leaves, and at least quick cured.
