Just give them time… The Jiffy tabs looks dry… Maybe you can give them a spray with water (ph 6.5!!!)

Mine showed roots at 2 weeks. Due to height i put into solo cups with coir & thats when roots starting coming out. When you transplant make sure to cover as much of stem as possible.
Also a small fan to move the air around them will help them to get a healthy and strong stem
