These girl scout cookies sprouted and were planted on 1/5. They look dry but the soil is damp. Lights were 18/6 but changed to 24 because they were not growing. Any suggestions?

What soil is that?
Are there holes in the very bottom of the cup? Clear cups are not recommended. Although you can keep them in there and place those clear cups in an opaque one.
Your humidity is really low
Your temp swing is really huge, (64-82f) and 64f is a little cold for young seedlings.

Yes there are holes in the sides and bottom. I used an organic soil. We recently moved them from 1 room to another to get better control of temp and humidty. I dont remember it taking this long for them to show growth

That light is way too close for those seedlings. It looks like it is probably a 400w-600w light. Raise it up like 2 more feet or just put them under a T5 light. Also as stated above, I would throw those cups into some red party cups so no light gets to your roots.

Put more holes in cups. It will help get oxygen into root zone and dry out faster. Roots won’t try to grow as much if medium is that wet. After that, drop those cups into colored cups to keep roots from receiving light.

they look severely over-watered, like the soil has been damp/wet their whole life,

clear cups will not hurt the roots, but it will allow mold/mildew to grow inside the cups and that reduces oxygen and nutrient levels.
Make sure the holes are at the bottom of the sides and don’t make little pin holes. Make sure the holes are at least a 1/4 inch and four holes like that around the bottom will let it drain better.
Looks like the others got you covered but just to make sure you caught it all.
1 drainage in cups
2 temp and humidity
3 lights way to close for babies
4 place clear cups into red cups to block light.
Also with a organic soil you might want to do a slurry test to check how strong your soil is ppm and ph both. Be sure that you’re using ph 6.5 water. If your soil is really hot you may need to use an inert starter soil to get them going in the future.

Looks like the start of damping off. Like others said, the light is probably best at 24" or so for seedlings.

I carefully repotted in new soil mix. these two 1/2 and 1/2 and added some coco coir. Covered the clear cups with red ones and moved light up. The slur from this mix using 7.5 water came to 6.0. Would it be too early too add perfect ph?

You always want to check & adjust your water. It’s never too early for that.

Move the light closer or rise the cups up plus if u got them off a shitty company the might be then gens
transplanting and watering over-watered plants is not good,
the best thing for those girls was to dry up some.!!
a fresh start is probably best.!
after the new seedlings pop up let the ‘soil’ mix get almost dry before watering again,
not just the top, but the whole mix needs to be nearly dry.!
