Need help with health problem

High all, new member and first post.
i have an outdoor plant of unknown strain that is showing signs of stress/disease that i cant identify. Other plants in same garden show no signs of the problem.

Gonna have to let some of the more experienced members take this one. I’m new member also only on my 3rd indoor grow. No doubt some more experienced outdoor growers will be along before long. A lot of good people here that can take a look and help. Good Luck.
