Attached is a picture of my first topping on my white widow. My question is, is the blacking where I topped it normal, and I assume the (2) new shoots are the new top of the plant, can I fim them after they grow a little?

Yep, that’s how you do it.
And yes, the discoloration is normal. That’s just the plant sealing, and healing the wound.
And just like you did, make jagged cuts. They will heal faster.
You should actually pinch it after you make a cut.

and see how many tops you get lol but you’ll most likely have to veg for 6 weeks if you top twice bro but worth it IMO

Yeah @Countryboyjvd1971 I have better luck with femming then topping but I have started femming twice getting full and bushey girls from it to .
