These are my Autoflowers plants that are just over 3 weeks from sprout. Are these “hairs” the start of the flowering phase or are they just small young vegetative growth?

It’s an indication that the plant is sexually mature and it is showing. You will know the real flowers will start when you see buttons at the tips of the plant. It generally takes autos 4 to 7 weeks to start flowering.

She’s showing her sex (pre-flower). She will start to flower proper in the next few weeks.

They will start to appear in clusters especially in the center of the tops and at the nodes.
