If not, is it bud rot, and is bud rot different to botrytis?

It certainly appears to be. Sorry to say.
@jazzstudii. I would cut out the worst affected spots and wash the rest with peroxide at harvest. As the spores will be throughout the plant. Peace. 
Bud rot and botrytis are the same thing for all intents and purposes.

Yes. It’s bud rot. Cut off all buds that have it and throw them away.
Try to keep temps up in the 70’s and drop humidity as low as you can. Keep air moving over the plants and prepare to harvest asap.
A peroxide bath at harvest is a good idea.

You don’t want any of that rotten stuff, ditch it as others suggested.
