My second set of leaves are growing in, but one is shorter than the other, as the title states, is this common?

Btw, I’m starting to see roots at the bottom of my pellet, should I move it to its pot, or wait for the second set of leaves to get a little bigger?

I have heard most frequently to transplant once the leaf tips are past their pot. I’ve used it without issue.
