No, it looks like the membrane hasn’t released, preventing the cots from opening up. I usually put a drop of spit on them to help them shake the clear membrane.
Nope. Just be patient - now that the membrane is gone she’ll realize she can open up and let the light in. Just watch for rapid vertical growth - that’s a much better early sign that the light is too weak.

RVW, rapid vertical growth, here n Mo. we call it stretching, n whatever it’s called, u really don’t want it. There r several reasons for stretching, one being like @Graysin said, not enough light, the other being ur lights to far from ur canopy, or plant. Get some air moving, no hurricane just a light breeze to strengthen the stem. Also when u water try not to water the stem at this point, this could lead to some nute burn where the stem touches dirt. Be patient don’t overwater, just a couple spritz with a water bottle.
