If your talking about moving seedlings from inside to a outside grow, the best time is right now! Sooner the better!

Also depending on they are you may want to ease them outside. 3-4 morning hours n 3-4 evening hours for the first few days. Try not to put them directly into the midday sun. A bit of shade goes a long way goes a long way

I would say you can move them out any time after the third week from popping
And transitioning them slowly is besT
I will normally put mine in a shaded spot outdoors for a 4 days to week before introducing them to full sun light

you can stunt plants by doing this if they are not adjusted to the sun.

it will be a good idea to put them under a shady tree at first and then gradually put them under the sun.

can be done anytime as long as adjusted. and the sun is better than any artificial light.
