If I repot, how much stem can I put in the soil without killing the plants?

A customer has a question and I hope we can get some opinions on it, thanks

Planted 3 cheese, all 3 came up within a few days, but I live in N.Y. where the climate is too cold to put them out. The problem is that in a southern window they are all 3 to 5 inches tall, extremely leggy with only 2 dicot leaves and 2 saw leaves. My question is; if I repot, how much stem can I put in the soil without killing the plants?

You can put dirt right under leaves if you need to
But you probably only need to bury a inch or two

If they are streaching to much you could supplement light with a t-5 fixture or a few cfl bulds ?

All the way up to the cotyledons, by my understanding, but last time I had to do that I buried her to about an inch under the cotyledons with absolutely no issues whatsoever.
