I saw a Leafhopper

Hey guys today I saw a Leafhoppers and some brown spots on my plants how do I deal with them?
Right now it’s a minor problem only concerning a few leaves and I only saw one Leafhopper

Neem oil should be widely available, but it cannot be used if the plant is in flower.

Can’t use it then they are in flower

Going out on a limb here… citrus peelings. Do you have access to oranges, lemons, ect?
