Yes. That is what you want it to do. Now it’s ready for the paper towel method or just plant in the ground. Follow your seed banks instructions for germination.

It’s only bad if you leave it there, I like to use a paper towel with 3% H2O2 @ 25 to 35 ml. added to a gallon of water. Some use bleach but I don’t the concentration off hand. Both are to stop mold but only H202 supplies dissolved oxygen.

No, that’s not good. That seed has moisture in it, making it heavy enough to sink. A seed, exposed to moisture, is supposed to germinate but this one didn’t. So, don’t expect it to germinate. Look for seeds that float on top when you first put them in the water.

BTW, after a day or two in the water the seed will sink but that’s ok–it’s expected.
