I feel is the soil that effect the plant

likely is the soil worm castings would be good add in sprinkled on top and watered in but mainly look to be hungry for Nitrogen

One is growing tall is it ok do I leave it alone or do some clones with it?

Rare that 2 plants grow exactly the same since you are growing outdoors it may be late for you to clone depending on your local daylight hours?
