I can't figure out what is stunting the growth and turning the leaf

A customer has a question and I hope we can get some opinions on it, thanks

I need the help of an expert. I have started some seeds in an Aero Garden after a friend had some good luck with it last year. I can’t figure out what is stunting the growth and turning the leaf veins yellow and browning the tips. Could it be too much nutrient or the grow light being too close? Your help would be appreciated as I’ve wasted a number of seeds retrying the germination. I have attached a couple of photos.
