I think I’m screwed here…Don’t know why buds aren’t growing correctly with this grow. I’m suspecting either pests or root rot.
Here’s my setup…I have a 4x4 grow tent, use fox farm ocean floor soil in 5 gal cloth pots. I’m using 2 HLG 260W XL QB V2 Rspec LED lights. Veg for about 7wks, and I’m on 5 wks of flower. I’ve used preen on plants a couple of times because I thought it might be pests. I use Foxfarm Nutes about twice per week.

Root rot is rare in mature plants.
One issue I see is excess nitrogen (dark green, waxy leaves.) I’m not convinced that nitrogen is your only issue. I suspect you may also have pH and PPM problems. Are you monitoring and managing runoff pH and PPM? Let’s get some more information about your grow and go from there.

I agree with nitrogen toxicity also. Clawing leaves, dark and waxy looking… do you have a tds and ph meter?

I’ve never measured runoff ph or tds. I always measure ph going in and that’s always between 5.50-6.50
I just fed them and measured ph & ads going in and what the runoff readings are:
Going in: ph-6.20, TDS-218. These readings are just tap water mixed with some ph down as my tap water has a ph of 8.0. I then added some fox farm nutes to water(Tiger Bloom and Big Bloom). The ph stayed about the same 6.17 and TDS went up to 1.27.
Runoff: ph was 5.50 and TDS was 5.25(yikes…can that be correct?).

Have you flushed yet? It’s a necessity when using FF trio. I agree with too much nitrogen as stated above. FF Ocean Floor is notoriously loaded with nutrients, but you’re well past that being an issue. I would suggest flushing at some point until the PPM goes down to acceptable level. Just use plain ol water that is PH-ed.
Flush flush flush. Get rid of the salts and that should stabilize your ph. In flowering you want a ph between 6.5 and 6.8.

Slegehammer makes the process go more quickly. You should flush down to a PPM of 300 to 400 to correct pH back to ~6.5.
Adjust your PH after adding all the nutrients Growmie. Agree with the others on a PH reset flush then follow up with a feeding if the PPMs are below 800. Follow a drench to drought routine with liberal run off 
Thanks in advance for everyone’s help. Here are some readings after a week of flushing(used Sledgehammer flush for one feeding, all the rest have been water). My setup is I have two 4x4 grow tents. One tent(Left Tent) has 4 plants, the other(Right Tent) has 3 plants. I’m also growing one outside.
First Flush

9/2/23- ph in-6.80, TDS in-279. ph out-6.05, TDS-3.15
2nd Flush
9/5/23- ph in-6.47, TDS in-226. Didn’t do ph/TDS out b/c values were so off on 9/2
Third Flush-started doing readings of each individual plant.
9/8/23 Flush- Left Tent-ph in-6.84, TDS in-259.

So let’s see if I’m reading this right. The outside plant looks to be doing fine and I should start adding some nutes to raise the TDS output close to 1000.
The inside plants still need more flushing as their TDS readings are still way too high?
Questions: Will ph output raise once the TDS numbers come down? How long will/does the flushing process usually take?
