What wattage are your LEDs?
300w led w/ 2 60w cfl. Tent size 24x48x72…
The LEDs need to be 24 inches or more. Check the paperwork that came with it should have recommended distances as well.
The cfls can get pretty close.

As far as when to flower that’s a judgement can min 4 weeks veg so about 60 days from seed
Your plant will almost double in flower so you’ll need to flip when they are half the max size you can have in tent remember you’ll need to subtract the space you need above your lights and space between lights and plants
I flip when mine are about 30-32 inches in my 7 foot tent in 5 gal pots
