Hard shell under a leaf

Hello everyone, So I noticed this dark hard shell under a leaf. Scraped it off. Anyone have idea what it is ? Can I use hydrogen peroxide or neem oil as a preventative? Growing outside.

Kind of looks like black scale

But I could be wrong.
