Grow light for a beginner?

I’m growing for the first time indoors and just got a new LED light off of EBay. I’m going to try using a modified closet instead of a tent. I don’t understand much of its capabilities. It’s a Boostgro brand. Specs :

Power : 16W
PPE : 1.8 UMOL/J
PPF : 28.8 UMOL/S
Flux : 1900 Lumens
Spectrum: 5000K + 660 nm

Will this work , and if so , how well ?

Howdy
Be OK for seedlings, 16 watt is not gonna cut it for veg and flower.
Need 200 watt per plant for flower.
