Girl Scout, 2 feet and not one bud has grown, when do they start budding?

A customer has a question or concerns and I hope we can get some opinions on it, thanks

“I planted two seeds on June 10, 2017 and one plant died after I planted it but the other one is now about 2 feet and not one bud has grown. When do they start budding? Or did I get a male plant?”

They’ll start to flower as soon as the sun tells them that summer is ending.

How many day hours you still have in your region?
I think the flowering stage will start when will be 12/12 or more dark period.

As soon as they get 12 hours of darkness!

I have a gold leaf outdoor that is barely flowering here. In Northeast.

Outside grows are different, my train wreck, jack herer, and northern lights started pre-flowering big time the first day of aug. 2017 there was 13plus hrs. then. They have totally went crazy, you have to have your sunglasses on for safety reason, the glare off of the buds and sugar leaves could cause permanent blindness, Western Kys. Best

I’m not familiar with those strains. In m experience, when the dark period gets above 10 or 10.5 hours, flowering can start any time (outdoors). That said, I have Northern Light that is well in to flowering next to Strawberry Cough that has barely shown any signs of starting. NL is Indica dominant, SC is Sativa dominant.
