My guess is the soil isn’t giving it the nutrients it needs to thrive. Might be competing with something nearby. Growing with other plants nearby can sometimes help, sometimes not.

Seems late in the season now because you’ll probably get frost before it finishes flowering, but I don’t think anything is going to happen without some aggressive feeding.
