Here in Buffalo, NY area days are getting shorter and weather has been pretty rainy and cloudy this month. I feel the are not big enough to flower but I think they are.

It does look like they are starting to flower. The size of the plant has no bearing as to when a cannabis plant starts flowering. The longer dark period is what makes the cannabis plant flower. That is assuming that they are photo period plants. If they are auto flowering plants, then the plant goes into flower whenever it wants to.
