Any tips for a grow in the UK?

From a fellow grower:

I live in UK in a flat and i wanna grow a plant at my balcony.
1)which seeds shall i buy for outdoor?(i dont want the plant to be too tall)
2) what else do i need to buy except from the seeds?
3)when will be the best period(month etc) to plant outdoor at UK?
4)any tips on how to do it are appreciated

2.) Nutrients, PH Meter, Your pot size 3 gal. Soil type
